Beneficiaries:
People residing in Abkhazia and Tskhinvali regions can benefit from the Universal Healthcare Program.
Scope of the Program:
The Universal Healthcare Program operates since 2013 and aims at providing financial support for medical services to people without health insurance.
Within the Program, access to quality healthcare is available to everyone. The program includes both emergency and scheduled inpatient and outpatient services.
The following services are reimbursed under the Universal Healthcare Program:
- Scheduled outpatient services;
- Emergency outpatient services;
- Emergency inpatient services;
- Scheduled surgery, including cardiac surgery;
- Chemo, radiation and hormone therapy;
- Childbirth and caesarean section;
- Rehabilitation of the condition developed as a result of the interruption of blood circulation in the brain, traumatic damage to the head and spinal cord;
- Dental services under general anesthesia for people with behavioral challenges or communication difficulties, both with and without this status;
- Treatment of congenital heart defects;
- Provision of a cochlear implant;
- Provision of medicines for treatment of chronic diseases;
- Management of infectious diseases;
- Children's oncohematological services.
Engagement in the Program and documents to be submitted:
To engage in the Program a person residing in Abkhazia and Tskhinvali regions should:
- Possess a personal identification number granted as result of registration; or
- Possess a neutral ID (SNID) or neutral travel document (SNTD); or
- Possess an ID Card of Georgian citizen.
Program user has the right to choose a medical facility throughout Georgia.
Program Funding:
In the frames of the Program, co-payment by the beneficiary can be 10%, 20% or 30%, or the medial services can be fully funded.
