Beneficiaries:

People residing in Abkhazia and Tskhinvali regions can benefit from the Referral Healthcare Program free of charge. 

Documents to be submitted:

To benefit from medical services the relevant documents should be submitted:

- To the Ministry of Health and Social Protection of A/R of Abkhazia (only by a person living in the Abkhazia region); or
- To the Temporary Administration of the former South Ossetia Autonomous District  (only by a person living in Tskhinvali region); or
- To the Office of the State Minister for Reconciliation and Civic Equality (by a person living in both Abkhazia and Tskhinvali regions).

The following necessary documents can be submitted either electronically, or in hard copy by the patient himself or by his/her representative:

• Form No. IV-100/a;
• Invoice of service costs issued by the medical institution (with detailed calculation) and request number ;
• Any document at hand, including the copy of the so-called identity document;
• Application addressed to the Minister of Health of the A/R of Abkhazia / Head of the Administration of South Ossetia or State Minister (with a description of the relevant medical need); together with the applicant's signature and contact information.

Funding of medical services:

The Referral Commission takes a decision on the funding of healthcare services.

The Commission is guided by the appeal letter of the Office of State Minister for Reconciliation and Civic Equality, accompanied with the appeal letters of the above-mentioned agencies and with the documents submitted by the patient.

The Commission will consider the funding issue in accordance with the requirements of the relevant legislation and inform the applicant about the decision (by sms).

Medical services in leading healthcare institutions are provided to patients completely within the established annual limit (GEL 15,000).

The Administration of South Ossetia ensures transportation and free accommodation for patients and accompanying persons from Tskhinvali region.
