Beneficiaries:
People residing in Abkhazia and Tskhinvali regions can benefit from the Diabetes Management Program.
Scope of the Program:
To properly manage diabetes mellitus and prevent complications, within the Program, the beneficiary can receive outpatient and inpatient medical services, as well as necessary medicines and other means necessary to control blood sugar (glucose) levels.
Types of medical services for patients with diabetes mellitus
- Outpatient service:
Children with diabetes under the age of 18 and persons over the age of 18 who have vision impairment along with diabetes (blind), have congenital cerebral palsy and/or diabetes insipidus, Down syndrome or Duchenne-Erb disease are provided with endocrinologist consultation/supervision, general blood analysis, general urine analysis, urine analysis for microalbuminuria, neurologist consultation, determination of glycohemoglobin in capillary blood, research on eye diseases caused by diabetes, medical education of program beneficiaries and their parents and provision of physical rehabilitation free of charge and without the need of co-payment.
In case a beneficiary needs to adjust the dose of the medicine prescribed by the doctor, specialized outpatient services are funded for people of all ages with diabetes mellitus (insulin users, non-insulin users) - supervision of a doctor-endocrinologist and appropriate medical awareness of program beneficiaries, as needed. Upon the prescription of a doctor-endocrinologist, consultations with medical specialists and clinical-laboratory examinations are additionally funded.
- Inpatient service:
Inpatient services for cases without coma are provided free of charge, without co-payment:
Children with diabetes, under the age of 18;
People over the age of 18 who have vision impairment (blind) with diabetes, have congenital cerebral palsy and/or diabetes insipidus, Down syndrome or Duchenne-Erb disease.
- Provision of medicines and medical equipment for analysis:
Insulin and its analogues are funded for diabetes patients aged 18 and older;
Medicines and medical equipment for analysis and continuous monitoring and management of diabetes are funded for children under 18 years with diabetes and persons over 18 who are visually impaired (blind) with diabetes, have congenital cerebral palsy and/or have diabetes insipidus, Down syndrome or Duchenne-Erb disease.
In addition to the above-mentioned services, the program provides primary handover of the following items for children and adolescents under 18 with diabetes, who have been diagnosed with diabetes for the first time:
- Syringe pens
- Insulin needles
- Glucometer-1 piece
- Glucagon
For patients with diabetes insipidus the following is considered:
- Provision of medicines;
- In case the beneficiary needs to adjust the dose of the medication prescribed by the doctor, specialized outpatient services are funded for people of all ages with diabetes insipidus - supervision of a doctor-endocrinologist and appropriate medical awareness of Program beneficiaries, as needed. Upon the prescription of a doctor-endocrinologist, consultations with medical specialists and clinical-laboratory examinations are additionally funded.
Engagement in the Program and documents to be submitted:
To engage in the Program a person residing in Abkhazia and Tskhinvali regions should:
- Possess a personal identification number granted as result of registration; or
- Possess a neutral ID (SNID) or neutral travel document (SNTD); or
- Possess an ID Card of Georgian citizen.
