A status-neutral travel document (SNTD) is an opportunity/document created with neutral and humanitarian purposes for people residing in Abkhazia and Tskhinvali regions, which certifies the identity of a person and does not imply the acquisition of Georgian citizenship.
A neutral travel document enables a person residing in the Autonomous Republic of Abkhazia and Tskhinvali region to travel to 12 countries of the world, such as: USA, Japan, Israel, Lithuania, Latvia, Estonia, Poland, Czech Republic, Romania, Hungary, Slovakia and Bulgaria.
A neutral travel document is issued only in English.
What documents are required to receive SNTD?
To obtain a neutral travel document, the interested person should apply to any territorial service of the Public Service Development Agency (Civil Registry), any branch of the Public Service Hall or use the Agency’s remote service.
To obtain a neutral travel document without leaving home, an electronic application should be submitted (the application form is available here - https://sda.gov.ge/?page_id=14824), annexed with a biometric photo and, if necessary, other documents as listed below and envisaged by the legislation.
In case documents are submitted in electronic form, within 5 days from the registration of the application the interested person is obliged to submit all the necessary documents in hard copy.
To obtain a neutral travel document and to identify a person, one of the following documents should be submitted:
- The person should possess a neutral identity card and/or be registered according to the actual place of residence as a person residing in Abkhazia or Tskhinvali region;
- Biometric photo - size 3.5 X 4.5 cm, in electronic form (photo can be taken on site).
What technical means are necessary to receive SNTD online?
For online submission of an application a camera, earphones and microphone are needed.
Fee and period for issuing SNTD
Neutral travel document is being prepared during 10 working days after the submission of relevant documents and the fee is GEL 45.
How can I receive the prepared SNTD?
Applicant can choose the desired form for receiving the document: receipt of the prepared document by mail, naming of a person authorized to take the document away, or taking the document away in person.
In case of taking the document away in person or through an authorized person, any Public Service Hall or the territorial office of the Public Service Development Agency (Civil Registry) can be defined as the place of issuance of the document.

How do I know that the application was successfully registered?
In case of successful registration of the application, you will receive a notification about the successful implementation of the mentioned action on the e-mail indicated in the application, together with application number and a code enabling you to view your application at any time.
Note: Please note that the application will be considered accepted after the video call of the applicant to the remote service employee and the appropriate video recording.
In which cases I may be refused to receive SNTD online?
Issuing of a neutral travel document online is possible only if electronic communication allows for direct visual contact between the person authorized to receive the application and the applicant and if the documentation required by the law for issuing the relevant document are properly submitted.
