To register the birth of a newborn and for receiving a Birth Certificate, a person residing in Abkhazia or Tskhinvali region may apply to any branch of the Public Service Development Agency (Civil Registry), Public Service Hall, or use remote services.
The registration entity is authorized to perform the birth registration on the basis of the so-called document(s) issued in Abkhazia or Tskhinvali region, if the fact of the child's birth is certified by the act/document issued by the authorized legitimate entity and the information/data specified in the so-called document(s) corresponds with the data stored in the Agency, if any.
For the purposes of issuing a Birth Certificate, the parent(s) should possess an electronic identity card of a citizen of Georgia, or a neutral identity card or travel document, or be registered according to the actual place of residence as a person(s) residing in Abkhazia or Tskhinvali regions.
Application for birth registration should be submitted to the authorized entity by:
- One of the child’s parents;
- Authorized representative of a parent;
- Authorized representative of the medical institution where the child was born.
Married parents should submit the following documents:
- Certificate of Marriage;
- Identity documents of the parents (so-called document(s) at hand, issued in Abkhazia and Tskhinvali region are also taken into consideration)
Parents who are not married should submit the following documents for the registration of a child's birth:
- Identity documents of both parents (so-called document(s) at hand, issued in Abkhazia and Tskhinvali region are also taken into consideration);
- Joint statement designating an unmarried person as the father of a child.
Note: If one or both of the parents who are not married are minors, it is also necessary to submit – the Birth Certificate of the minor’s mother and/or father of the child and the written consent of the parent or of other legal representative to register the person as the child's father.
Unmarried mother should submit an identity document to register birth of a child (so-called document(s) at hand, including those issued in Abkhazia and Tskhinvali regions, are also taken into consideration).
If a child was born in a medical institution, the medical certificate of the child's birth is sent to the authorized entity electronically. In other cases, the documents should be submitted to the authorized entities in hard copy.
Submission of documents is not necessary if the electronic database of the Public Service Development Agency (Civil Registry) contains information provided in the relevant document.
Documents issued (verified) in another country (except for identity documents) should be submitted after proper legalization or verification with apostille, together with a certified translation in accordance with the procedure established by the legislation of Georgia, unless otherwise stipulated by the international treaty or agreement to which Georgia is a party.
Service period and fee
Birth registration is carried out no later than the next working day after the submission of the documents required for the registration by the Law.
Birth Certificate is issued free of charge.
